We have been following with great interest the extradition process of Mexican drug kingpin Rafael Caro Quintero, wanted in the US for the brutal kidnapping, torture, and murder of DEA agent Enrique Camarena in Guadalajara in 1985. In today's Excelsior, a major newspaper in Mexico, it is reported that a federal judge has granted a "definite suspension" of the extradition of Caro Quintero to the US.
In translating the below article from today's Excelsior, I am handicapped by the fact that I do not have a real knowledge of Mexican law, and this may show up in the translation. This is especially true when dealing with the terms "definite" and "indefinitely".
The bottom line is that it is hard to fathom just what this decision means as to the extradition process. There is a hearing scheduled on this matter in late August. Whether this affects that hearing or not I have no idea.
I would only hope that the powers that be in Mexico, whether they be political, judicial, or otherwise, would remember that 14 Mexican Marines died in a helicopter crash during the operation to capture this monster. Many outcomes are possible in Mexico, but this case cries out for justice, for Enrique Camarena, his pilot, Alfred Zavala, who died with him in horrific circumstances, and for the 14 Marines who died trying to bring Caro Quintero to justice.
At any rate, here is today's article from Excelsior, as translated by Fousesquawk. I apologize for my inability to give a more in-depth analysis.

The head of the First District Court for Matters of Amparos (legal protection) and Federal Trials in the State of Mexico, Abigail Ocampo Alvarez, granted a definite suspension to Rafael Caro Quintero against the arrest order for purposes of extradition to the United States to be tried for the murder of DEA agent Enrique Camarena.
According to file 1204/2022, posted today, the ruling by the judge could be challenged by the Federal Prosecutor's Office (FGR), and thus, an associated court would decide to confirm, revoke or modify (any) errors.
It is worth remembering that the leader of the Caborca Cartel and founder of the Guadalajara Cartel, Rafael Caro Quintero, will be defended by a court-appointed lawyer since on July 29 of this year, the Federal Insitute of Public Defense assigned him a public defender who is attached to the Fifth District Court of Federal Criminal Trials in the State of Mexico.
After receiving and contesting the charge(s), the litigant requested access to the electronic file, the records of the amparo (legal protection) request, and the outright suspension that a federal judge in Puente Grande, Jalisco granted to Caro Quintero.
The judge's ruling was issued Monday, however, was published today in the agreements for which the definite suspension against the arrest order for purposes of extradition to the United States of the so-called 'Narco of the narcos" was granted.
