The scene is not Minneapolis, but Amsterdam. A group of Somalis are no doubt stocking up on provisions before they embark to some hell-hole to join al Shabaab or ISIS. At any rate, this is the scene.
Having visited Amsterdam many times in the past, things seemed to be more or less OK when their immigrants were people from Indonesia, Suriname, or the Dutch-owned islands like Aruba, Curacao and Sint Maarten. I'm not saying it was perfect, but it was nothing like this where it's not safe to go out at night any more.
