Berlin Update

Police have a Pakistani asylum-seeker in custody, but there is confusion over he was actually the driver of a truck that plowed into a crowd in Berlin killing 12. The man who was found dead  in the truck cabin is apparently a Polish man who appears at this point to have been the man hired as the driver, but who may actually have been a victim of the terrorist(s).

Here is a point easily overlooked in the above article. Whether or not the police have the right man in custody, he is identified as an asylum-seeker from Pakistan (I'm not sure what grounds he has for seeking asylum) and that he was known to the police for several petty crimes. Why do the Germans tolerate an asylum-seeker who is committing crimes?
