Looks like the Iranians who were here got clemency/pardons for what were essentially illegal arms deals/espionage(??/sabotage. In addition, none of them, not a single one, was on the plane to Switzerland to make the trade, as agreed to by both parties.
This one is hard for me to figger. Well, maybe not.
