As far as I've read, the Nigerian army is an undisciplined, corrupt, institution, with little to no morale, utterly incapable of doing anything about Boko Haram. Some local militias have done more than the army, and local civilians have even been known to throw stones at uniformed military detachments because they always show up after Boko Haram has done their damage and pulled out. That would seem to be the reason such attacks happen with impunity.
