Sounds like the kind of thing any American utility company would do. The property owner has to pay the bill, particularly if they want the property to remain in their possession.
At some point we will have to recognize that German soldiers, even if guilty of atrocities, and certainly guilty to upholding an indefensible regime, were also victims of the Nazi juggernaut, much as we have to allow some respect for confederate veterans in the USA.
