"It all depends on what your definition of "is' is."
Fox News today has sent a request to the White House to clarify President Obama's remarks about the IRS scandal and when he became aware. They are still awaiting a response.

"I can assure you that I certainly did not know anything about the (inspector general) report" beforehand, Obama said Thursday.
The president, though, did not say whether he was previously aware of the IRS' actions, which allegedly started as early as 2010, well before the inspector general's office began to investigate. Republican lawmakers were inquiring about the alleged targeting of Tea Party groups by the IRS more than a year ago. "
Meanwhile, it has been learned today that Acting IRS Commissioner, Steven Miller, was scheduled to leave his post in early January irregardless of the breaking scandal.

If he is then we can expect Impeachment proceedings to happen after the 2014 election.
Actually, the question to him was if anyone in the White House knew... which he ducked.
There are certain words of art... polled and tested that they say over and over without change. One I've noticed is "acts of terrorism" instead of EVER saying a "terrorist attack".
This allows the low information voter to imply, "An act of terrorism, hmmm, that can be done by anyone." Yet on the other hand, honesty would dictate that you call it what it is, a terrorist attack, which can only be done by terrorists. Just because you refuse to say the name, doesn't make it go away.
