That is precisely the question raised by this article in the Daily Mail (UK). On the one hand, the Mail Online was reportedly told by a Saudi official that the Saudi government had sent a written letter to the US Department of Homeland Security in 2012 that specifically mentioned Tamarlan Tsarnaev and also stated that he had been denied a visa to that country to visit Mecca on the Hajj (pilgrimage). Now the Saudi embassy in Washington is denying the story.
