Here is a video of a press conference in March 2009 involving Janet Napolitano and DOJ official David Ogden briefing reporters on their new initiative, called at that time, "Gun Runner" (which morphed into Fast and Furious). Listen carefully and note the  remarks that flash on the screen at the appropriate times. Note the references to tracing (guns), the president's leadership and directives.
