Yes, Gary, the reason air pollution is an issue is because it does kill people. Not as dramatically as the events you like to focus on, but it is fatal to someone, sometimes, and others live with the emphysema.
Whenever someone goes on disability because of an air pollution generated injury, taxpayers are subsidizing the company that generated the pollution. Restore free enterprise: make the company pay the full cost of doing business.

8,000 deaths are just like Planned Parenthood Clinics give Mammograms and Pap Smears.

Why don't you footnote where Boxer got her figures from, and dissect whether they are credible, instead of dismissing out of hand the possibility that deregulation boilers might, in fact, result in 8000 deaths?
