What a silly question. In New York, the answer is decidedly yes.
"Illegal immigrants in some states, including California and Texas, are eligible for state financial-aid programs. And more than a dozen reportedly allow illegal immigrant students who have attended public high schools to pay in-state college tuition."
Which begs the question to UC President Janet Napolitano, who has often stated that all students are welcome at her university no matter what their immigration status: Just how many benefits are being extended to illegal alien students at the tax-payer-supported University of California?
