USCIS will reject the TPS application of any applicant who fails to submit the required filing fees or a properly documented fee waiver request."
Inability to pay fees? Why are we letting them in if they are not self sufficient? Immigrants are not supposed to be an economic burden on us, right?
"The 18-month extension also allows TPS re-registrants to apply for a new Employment Authorization Document (EAD). Eligible TPS Somalia beneficiaries who re-register during the 60-day period and request a new EAD will receive one with an expiration date of March, 17, 2017."
I guess this is all to accommodate those Somalis who went back to join Al Shabbab and were thus unable to fill out the necessary forms because they were out of the country.

They probably used Somalis carrying backpacks full of explosives as undercovers.

The George W. Bush administration decided that certain Somali groups that had historically been discriminated against should be moved here as political refugees. In which case -- being self sufficient is not a requirement.
May be a bad call, but Democrats don't make all the bad calls.
