Spanish and Italian Police Take Down Pakistani Terror Cell

Spanish police in Barcelona have arrested 10 Pakistani nationals for operating on encrypted web channels promoting terrorism and calling for the beheading of those who defame Islam and its prophet. In coordination with this action, Italian police in Piacenza arrested a Pakistani national, formerly a resident of Barcelona. The joint operation took place on March 3.

In a joint operation that has resulted in 10 arrests in Barcelona and 1 in Piacenza, officers of the Spanish and Italian police have dismantled a jihadist terror organization that was promoting the commission of violent actions and had selected possible targets 

The operation was directed by the judge of the National Court, Antonio Piña, who ordered provisional imprisonment for four of the arrested while the rest were released, three of them with the order to present themselves weekly before the judicial authority. In addition, their passports have been taken away, and they are prohibited from leaving Spanish territory, according to judicial sources.

Third phase of the operation

This is the third phase of an operation, in which, in the last three years, 30 other people have been arrested who belonged to a radical Pakistani organization, according to the National Police.

The operation led to the detection of a group in Spain and Italy, highly hierarchical and structured, which through encrypted channels, put out orders that promoted the murder and decapitation of people who went against their doctrine. In addition, in their postings, they praised the terrorists who had committed attacks against people for their alleged blasphemy in Europe and Pakistan.

The investigators have stated that some of the detained had already begun to identify persons in Europe as possible targets.

Instant messaging groups have been detected that sought to widen the reach of the doctrine of the organization.

During the investigation, the existence of instant messaging groups was detected, in which the doctrine of the organization was disseminated. One of these (groups) was directed by one of the detainees and comprised totally of women, in which not only indoctrination was promoted, but also the identification of possible targets for future actions.

The agents have confirmed that the detainees belong to an alleged organization whose financing included periodic contributions from its own members.

The operation was carried out by members of the General Commissariat and the Provincial Investigative Brigade of Barcelona of the National Police, the (Catalan Police), and the National Police of Italy under the direction of the Central Investigative Court number 6, and the coordination of the Prosecutor's Office of the National Court of Spain. The case, which is classified secret, involves alleged crimes of terrorism, financing of terrorism, training, and self-training.

The man was found to be a resident in our country, in Piacenza, and had been charged in Spain for crimes connected to terrorism.

At the same time in Spain, 10 other similar measures were executed by the National Police (Spain) and the Catalan Police, with the aim of definitively dismantling a jihadist terror organization that was based in Barcelona. The case, which was conducted with perfect international cooperation, made it possible to track the activity of the terrorist group and to chart its highly hierarchical structure, which carried out its propaganda, especially through the web through encrypted and protected channels, from which it launched calls that incited homicide and the decapitation of those who opposed their doctrine. They had begun a true jihad publicity channel, through which they (produced) material that exalted the mujahadeen who had carried out attacks against persons accused of blasphemy in Europe and in Pakistan. 

The group's activity was already in an advanced phase, and this is demonstrated by the fact that they had already identified possible targets to strike in Europe. One of these channels, operated by one of the arrestees, had a composition that was entirely female, and here the indoctrination and the preparatory phases for action went hand-in-hamd. The organization has been decapitated, but now the investigations continue to identify other possible ramifications. In 3 years, this investigation against terrorism by the Spanish police has led to the arrests of 30 terrorists. The Pakistani arrested in Italy was already under surveillance by the National Police since 2021. 

The two police entities have been collaborating for years in close contact, and in 2022, in Operation Gabar, 14 Pakistani citizens were placed in preventive custody in jail (one of which was captured in Spain and all now convicted in Italy, some with finalized sentences) seriously suspected of participation and association dedicated to international terrorism. This group has been found to be connected to the Charlie Hebdo attackers, and the Pakistani arrested in Piacenza was in contact with them.
