Hat tip Daily Californian
Never let it be said that Janet Napolitano is not leaving her mark at the University of California. Here is her latest ground-breaking reform: Gender-inclusive bathrooms. (Don't ask me how they are supposed to work.)

"We also support the policy to convert single-stall restrooms into gender-neutral facilities and to incorporate gender-inclusive restrooms in new and renovated university buildings."
This reminds me of a night long ago when I was in Old Town Sacramento. I was in a bar and went upstairs to find the men's room. Lo and behold the men's room and women's room were right next to each other with men and women written above the doors. No problem, right? Wrong. Also above each door were arrows pointed at the opposite door. Naturally, I guessed wrong.
Back to the University of California, where soon all rest rooms will be equally confusing. Left unstated (until I sent in my reader comment) was the problem that has everybody wringing their hands on UC campus-sexual assaults. I wonder what they will say when the first sexual assault takes place in one of these gender-inclusive restrooms.
You can't put a price tag on four years in college.

Unfortunately, she has to deal with some ill-considered state laws -- which surely can't have escaped Gary's attention, as well as some low-level administrative rulings in other states that by failing to allow a self-styled "girl" with a penis wearing a dress to use the girls bathroom, a school district had discriminated against the girls chosen sexual identity.
Napolitano may be fully committed to these programs, or she may be putting a good face on complying with the law.
My response whenever these arguments rear their little pointed heads has been, separating rest rooms by sex is not done for the purpose of affirming sexual identity, but because girls don't want individuals with penises in the same room when they disrobe, and believe it or not, boys don't want individuals with vaginas around when they disrobe either.
Some people may have some ambiguity, and we should be compassionate about their ambiguity, but that doesn't mean they can use any room they want. There should be sufficient single use rooms around to accommodate them.
Again, Napolitano may have something of the sort in mind. If every bathroom is single use, with its own locked door, if there are no more mass restrooms, then no designation by sex is required. Problem solved.
The bottom line though, in the case of the trans-gendered "woman" in a man's body who sued for the right to use a girls' shower room in a college dorm, comes down to "In your heart you know you're a woman, but when the girls see your dick they think you're a man. No you may not use the girls' shower until such time as your body is fully conformed to your mind."
boys don't want individuals with vaginas around when they disrobe either
That is because some of us "girls" might die of laughter.
Probably true Findalis, probably true.
When sexual issues were being raised to the level of political debate some decades back, a left-leaning acquaintance of mine remarked that American men are all wrapped up in their dicks, and never before in the history of mankind have so many thought so much about so little.
