Shooting at LA Synagogue

This afternoon, an unidentified person was shot by a security guard on the sidewalk outside a synagogue in Los Angeles. Below is the description of the incident by the LA Times. Above is a 38-minute live stream taken by the person who was shot. The actual shooting occurs at the 4:05 mark. (Warning: Strong language.)

It may be too soon to reach a final decision on this, but it certainly appears to be a bad shooting by the security guard. The victim, who claims to be a trans-sexual female, was standing in front of the synagogue gate filming for what reason I don't know. It is apparent that the victim is some sort of activist.
First of all, any idiot should know that there is tight security at synagogues and Jewish schools. It wouldn't take much to make the guard edgy. However, unless the victim made some sort of threatening move (there is no indication he had a weapon), it appears hard to justify this shooting. The guard should have summoned assistance or called for LAPD to respond and determine who the person was and what he was doing. As it was, the victim refused to give the police his/her name and was quite belligerent with them. Why did they handcuff him when they arrived? Probably the guard told them he was trying to break into the synagogue, so they treated him as a suspect.
While I was watching the live steam I could follow the literally hundreds of people making comments. Most were very uncomplimentary of police, some calling them pigs. There were a couple I would consider anti-semitic, but to be fair, one person told them to cut the anti-semitic comments.
Let's let the dust settle here before speculating any further.
*Update: The guard has, indeed, been charged with assault with a deadly weapon.
