Munich's Oktoberfest has a reputation for rowdy behavior. Now the annual boozefest must share that notoriety with what happened downtown at the city hall (that's where tourists like to watch the little mannequins go around every hour), where the city's dopey mayor decided to invite migrants to participate in dome celebration of 18-year-olds. What happened next was predictable.
