Mullah Mohammed Fazi, one of the 5 Taliban commanders released in the swap for Bowe Bergdahl, was a major player in the Taliban in Afghanistan prior to his capture. In the below link, we see that he was not a 9-11 plotter, he played a key role in the immediate run-up to 9-11 specifically launching an offensive against the enemies of the Taliban and Al Qaeda, the Northern Alliance, after the assassination of their leader, Ahmed Shah Massoud. And the ever-present Hillary Clinton has weighed in to NBC News that these 5 guys are not a threat to the US, but a threat to Afghanistan and Pakistan. I guess we could have said the same about Usama bin Laden before 9-11.
Generally, when prisoners of war are exchanged, each side is giving up people who took up arms against the side releasing them, and if those being exchanged have held officer's rank, they have organized and led displays of lethal violence. What do you call a prisoner of war who has never fired a gun or participated in a military mission?
