A California state audit has concluded that the University of California hid $175 million while raising student tuition.
http://www.breitbart.com/california/2017/04/30/napolitano-uc-175-million-state-audit/
UC President Janet Napolitano has already forced two of her chancellors out (Linda Katehi at UC Davis and Nicholas Dirks at UC Berkeley) over allegations of financial irregularities. This is just more bad news for a University system facing a myriad of problems over campus unrest, providing services to undocumented students, ideologically-driven professors and allegations of anti-semitism on most of its campuses.
Janet Napolitano is clearly not up to the job of running this university and should resign.

Another Conservative Speaker Bites the Dust (University of Arkansas)
Hat tip Campus Watch and Daily Caller
"Emails obtained by Campus Watch (CW) from University personnel who requested anonymity show that early on the morning of April 7, a triad of professors – Joel Gordon, Mohja Kahf, and Ted R. Swedenburg – pressured Center director Thomas Paradise to cancel Chesler’s appearance. They were joined by a dean—the emails point to Arts and Sciences Dean Todd G. Shields as the likely suspect—who threatened to cancel the symposium and freeze funding for the Middle East Studies Program (MEST), a unit of the King Fahd Center, if Chesler spoke".
Add conservative commentator Phyllis Chesler to the list of speakers whose appearances have been cancelled by universities. No, it's not UC Berkeley. This time it is the University of Arkansas. Chesler had been invited to speak on honor killings and forced marriages. Unfortunately, that didn't sit too well with some faculty members.

What surprises me here is that she was being sponsored by the Middle East Studies program, usually hotbeds of Arab ethnocentrism and anti-Israel/anti-West indoctrination.

Asst. School Principal Loses it With Anti-Abortion Kids
Hat tip The College Fix
Like me, I'm sure you remember your high school vice principal. Ours was a guy named Mr. Wilson. We called him Willy. This was when I was a 14-year-old punk at Webster Jr. High School in W Los Angeles. Me and my dopey friends all thought it was cool to smoke. According to the school rules, we couldn't smoke until after we had arrived home after school in the afternoon. Most of our parents didn't know we were smoking, so we preferred to light up while walking home. Mr Wilson would drive all around the neighborhood in his VW trying to nail us smoking. When he did, it meant a trip the principal's office the next day, a call to our shocked parents, and a paddling on the butt with wooden board. That was the old days.
Now we have people like Zach Ruff, asst. principal at the Downingtown STEM school in Pennsylvania. Last week, when Mr Ruff saw a group of Christian teens standing on the corner of his school with anti-abortion posters, he jumped into action-and made a total fool of himself. The video is worth all 18 minutes as he makes a spectacle of himself cursing at the kids and trying to drown out what the kids are saying by singing to passing motorists. At one point, a motorist gets out of his car and gets in Mr Ruff's grille in defense of the kids. It's all good fun.

"Free Speech" at Berkeley?
This article first appeared in New English Review.
It seems like a century ago that a young man named Mario Savio launched something called the "Free Speech Movement" at the University of California at Berkeley. Ever since, the university has prided itself as the birthplace of free speech, which might draw a hoot from our founding fathers.
To be sure, controversial speakers from Louis Farrakhan to Vicente Fox to radical Oakland-based imam Amir Abdel Malik Ali have found a friendly environment at Berkeley, but for conservative speakers, the idea that they too might enjoy the right to speak without a riot ensuing has proved far more elusive.
In fact just this year, three speakers from the right have learned the hard way that they have no free speech rights at UCB.
Take Milo Yiannopoulos, for example. His February speech was cancelled at the last minute when students and other anarchists rioted at the site of the venue. People were beaten and $100,000 of property damage resulted while campus police posed as potted plants. Only one arrest took place. The unlucky chap seems to have gotten in the way of a local campus gendarme who was probably writing a parking ticket.
Then there was David Horowitz, scheduled to speak April 12. The university administration put so many barriers in his way (like moving the venue to some undisclosed broom closet a mile off campus) that he figured there was no use speaking to two or three homeless people who might stumble in by mistake.
Now comes Ann Coulter (who, like Horowitz, has spoken at UC Irvine without incident). She was scheduled to speak this week at "The Home of the Free Speech Movement." When the little rascals threatened to give her the Yiannopoulus treatment, the university panicked. The campus police were afraid there would be violence. The school tried to reschedule the event to September (probably during school break). They said they had no room available. Just like Horowitz, they put up condition after condition-which she agreed to- before her sponsors threw in the towel.
Understandably, the College Republicans and Young Americas Foundation at UCB, who attempted to sponsor these events, are frustrated and convinced they cannot get fair treatment from a feckless administration that hides under its collective desk at the first sign of trouble. (Believe it or not, UCB's outgoing chancellor, Nicholas Dirks, was found to have had an escape hatch built into his office in case protesters got too close.)
If student and community thugs try to shut down an event, that's what the cops are there for-at least in the good old days when I was in law enforcement. Campus cops, of course, are under the direct control of the university administrators. The result is that riots go unpunished and the heckler's veto is king.
As illustrated above, universities all over the country are learning that putting administrative roadblocks in the way of conservative speakers is a good way to shut down an event and avoid disruptions altogether. Forcing conservative groups like the College Republicans to post inordinately high security insurance fees, or hold their events in the daylight hours during classes at off-site locations or in halls too small to accommodate large crowds are methods increasingly being used as tools to keep conservative speakers off campus. It belies the very purpose of universities, which is to expose students to a wide variety of viewpoints on controversial issues. The result is one huge echo chamber.
Contrary to what some think, the quick fix is not to demand that the universities hire more conservative professors. This is a culture that has been building since the 1960s. It will not change overnight. In addition, few conservatives are interested in making a career in a university setting. Who wants to put up with that aggravation?
What is needed is a drying up of funds from donors and tax payers-to say nothing about students deciding to go elsewhere. Just ask the University of Missouri after the Black Lives Matters protests drove prospective students to other schools. Mizzou is hurting big time in the pocket book due to a lack of students.
Another thing that needs to change now is having campus cops stand down when events are being disrupted or shut down by violence. Instead, arrests should be made and prosecution and expulsion must ensue. Would be disruptors must know that campus police and administrators will take whatever measures to ensure that freedom of speech applies to all. The purpose of campus police is to keep order on campus and protect people and property. They seem to have forgotten that at UC Berkeley.
In one respect, however, justice has been served. Milo Yiannopoulos, David Horowitz and Ann Coulter have brought national attention to UC Berkeley and universities in general. Public awareness is the first step to bringing change where change is badly needed.

Tufts University and BDS: Unfair Treatment
Below is a letter sent by my friends in the AMCHA Initiative to Tufts University regarding a BDS vote held recently on the eve of Passover (when many Jewish students would be unable to participate in the hearings and vote). It is a common tactic used by pro-Palestinian forces on campuses across the country.
"A student group, Students for Justice in Palestine, made a calculated decision to place an anti-Israel divestment resolution on the Senate agenda on the evening before the Jewish holiday of Passover, at a time when many Jewish students would be unable to attend the student government meeting. Despite widespread outrage within the Tufts Jewish community and the fact that more than 50 students had emailed their senators, pleading with them to postpone the vote until after the Jewish holiday, the Tuft's Community Union Senate ignored their request, went ahead with the vote, and thereby concurred in the targeted and deliberate exclusion of Jewish students."
Dear Friends,

Dear Friends,
One of the newest tactics of SJP groups as they promote their BDS resolutions in student senates across the country is to manipulate senate procedure in order to exclude from the debate as many Jewish and pro-Israel voices as possible. We’ve recently seen this tactic in action at Tufts University in a divestment vote that was scheduled on the eve of Passover, and at Pitzer College in a boycott vote that was scheduled on Easter Sunday and Passover. Both of these cases resulted in pro-Israel Jewish and Christian students being denied their freedom of speech and the right to full participation in campus life.
In the letter below, 45 groups call on the Tufts University President to take substantive steps to protect the freedom of expression of Jewish and pro-Israel students on his campus.
Best regards,
Tammi

Subject: Serious concerns about suppression of Jewish student expression at Tufts

Dear President Monaco,
We are 45 Jewish, Christian, education and civil rights organizations gravely concerned about the recent student government process that deliberately excluded many Jewish students, depriving them of their freedom of expression and the right to full participation in campus life. A student group, Students for Justice in Palestine, made a calculated decision to place an anti-Israel divestment resolution on the Senate agenda on the evening before the Jewish holiday of Passover, at a time when many Jewish students would be unable to attend the student government meeting. Despite widespread outrage within the Tufts Jewish community and the fact that more than 50 students had emailed their senators, pleading with them to postpone the vote until after the Jewish holiday, the Tuft's Community Union Senate ignored their request, went ahead with the vote, and thereby concurred in the targeted and deliberate exclusion of Jewish students. This is simply unacceptable.
It is not surprising that what triggered this display of flagrantly intolerant behavior was an anti-Israel divestment resolution. As you may know, resolutions like this one, which have been introduced into dozens of student senates across the country by members of SJP and similar groups, are part of a much larger anti-Zionist campaign known as BDS (Boycott, Divestment, Sanctions), whose goal is to isolate and ultimately eliminate the Jewish state through economic, academic and cultural boycotts. Studies have shown that BDS activity on college campuses nationally, especially the promotion of anti-Israel divestment resolutions, is strongly associated with acts that target Jewish and pro-Israel students for harm. These have included the shutting down or disrupting of pro-Israel events; the vilification and harassment of Jewish and pro-Israel students in order to delegitimize their Zionist perspective or cause them to be too afraid or uncomfortable to express it; and, as recently occurred at Tufts and even more recently at Pitzer College in California, the malevolent manipulation of student government procedure in order to eliminate pro-Israel voices from debates about BDS.
The “Declaration on Freedom of Expression at Tufts,” approved by your Board of Trustees in 2009, recognizes that freedom of expression and inquiry are “fundamental to the academic enterprise,” and that the University bears an ethical obligation to ensure that “all community members, regardless of background, are free from behavior that interferes with their ability to study, grow, and attain their full potential.” The Declaration further obligates University leaders to “hold accountable those who do not respect these values,” as well as “to support and empower [Tufts community] members whose rights are violated.” The actions of the TCU Senate and promoters of the anti-Israel divestment resolution have demonstrated a clear disdain for the most fundamental values of the University and resulted in a serious violation of Jewish students’ rights.
In fulfillment of the ethical obligations articulated by the Tufts Trustees, we urge you to take the following steps to ensure that Jewish students, and all Tufts students, are free to express their opinions, beliefs and identities and to fully participate in campus life, now and in the future:
- Direct the TCU Senate to nullify the divestment resolution vote and schedule a re-vote for a time when the resolution can be fairly discussed and debated, and when all students – but especially those who are personally affected by the resolution -- have an opportunity to express their opinions and equitably participate in the student government process;
- Review, update and diligently enforce campus policies and procedures to guarantee that all members of the campus community, irrespective of their opinions, beliefs or identity, are equitably and adequately protected from intolerant behavior that infringes on their freedom of expression and denies them equal rights.
- Ensure that prompt and appropriate disciplinary measures are taken when any individual or group engages in behavior that suppresses the freedom of expression or civil rights of others. To be a credible deterrent against campus abuses, “appropriate disciplinary measures” must include rigorous penalties such as suspension and expulsion.
- Develop protocols for vetting the establishment and yearly renewal of university-approved student groups, to determine whether a group is likely to, or has already engaged in the suppression of others’ freedom of speech or civil rights. Any group whose stated mission is to engage in such intolerant behavior, or whose members have repeatedly engaged in such behavior, should not be given university approval.
- Develop educational and training programs that can:
- Help members of the campus community to recognize and avoid intolerant behavior that suppresses others’ freedom of expression or denies them equal rights, and to be aware of all campus policies and procedures regarding such behavior;
- Teach and encourage the expression of a wide range of views in a productive and respectful manner;
- Inculcate an understanding of and appreciation for the First Amendment and Tufts' own “Declaration on Freedom of Expression” and their critical role in supporting the academic mission of the university.
To address the recent wave of increased polarization on campuses across the country, we have been meeting with college and university leaders to discuss many of the above strategies for promoting tolerance and protecting free speech for all students. We would be happy to meet with you to discuss these recommendations and how they might be successfully implemented at Tufts.
Thank you for your leadership and defense of the freedoms and rights of all Tufts students.

More Details on the FGM Case in Michigan
Hat tip Breitbart and Vlad Tepes
The below article from the Detroit Free Press provides additional details on the female genital mutilation case in Michigan in which three people, two of them doctors, have been charged. The details are disturbing and graphic.

Maybe it would be a good idea to ask prospective immigrants from countries where this barbaric practice is carried out whether they practice this within their families. Of course, they could lie, but that would be grounds to revoke whatever immigration status they obtain.
Remember Rasmieh Odeh, the convicted Palestinian murder/terrorist from Israel, who covered that up in her immigration applications. She is now facing deportation.

ESPN Doesn't Know Poetry
ESPN needs to stick to sports and leave the poetry alone. A poem honoring a fugitive cop-killer was originally selected as part of some production honoring "the new feminism".

More Junk Mail From Dianne Feinstein
Sometime in the past I signed one of those online petition letters to our California senators asking them not to support admittance of Syrian "refugees" into the US. Today, I received a "response" (no doubt in the same words as every response to similar letters). Here is what the octogenarian senator had to say. Note- In the letter are several links where I can follow her activities in Congress. I deleted them rather than go to the trouble of making them operable on the blog by retyping them from my email account.
I take issue with her on a couple of points (other than she is not going to oppose the admittance of these refugees). First of all, how can they be the most thoroughly vetted of all when we don't have access to Syrian records on these people? Does she really think we have access to Syrian police records or Syrian government intelligence records on these people? Ridiculous.
Secondly, this idea of making people from visa waiver countries go through the visa process if they have traveled to Iraq or Syria in the past 5 years is absurd. Are they going to tell us? Will they be carrying genuine passports with Syrian or Iraqi border stamps in them? What stupidity.
Dear Mr. Fouse:
Thank you for contacting me to share your opposition to the resettlement of refugees in the United States. I welcome the opportunity to respond.
According to the United Nations High Commissioner on Refugees (UNHCR), there are currently more than 60 million registered refugees in the world. Over 4 million of those refugees are Syrian refugees seeking assistance after fleeing more than six years of conflict in Syria. The Syrian conflict has led to the world’s worst ongoing humanitarian crisis and the worst refugee crisis since World War II.
I understand that you oppose admitting refugees to the U.S. because you believe they pose a threat to our national security. You may be interested to know that refugees are the most thoroughly vetted foreign nationals of all foreigners admitted to the U.S. All U.S. refugee applicants, regardless of their nationality, ethnicity, or religion, are required to meet strict criteria, including security checks through the U.S. Department of Homeland Security (DHS), the Intelligence Community, and the U.S. Department of State, in order to qualify for admission. Additionally, refugees from certain countries must go through additional clearance checks. For example, biometric information, such as fingerprints and photographs, are collected from refugees and compared to the vast biometric holdings that the U.S. government has on foreign nationals. Unlike most foreign nationals traveling to the U.S., it can take up to 24 months before a refugee is admitted. This is in addition to vetting that is conducted by international organizations before a refugee is sent to the U.S. refugee agency abroad for processing.
That said, please know that protecting the safety of Americans is my top priority as a United States Senator. As Ranking Member of the Senate Judiciary Committee and a member of the Senate Intelligence Committee, I have long believed that our nation’s intelligence and law enforcement capabilities serve as our best defense against terrorism. I believe now, more than ever, that we need to remain vigilant.
As you may know, the 2015 terrorist attack in Paris was perpetrated by individuals who were citizens of France and Belgium, meaning they could have come to the U.S. without needing a visa, through a program called the “Visa Waiver Program.” That is why I introduced bipartisan legislation known as the “Visa Waiver Program Security Enhancement Act” (S. 2337), which had 25 cosponsors and would have required travelers from Visa Waiver countries to use the standard visa application process if they have traveled to either Iraq or Syria within the last five years. I am pleased to share that provisions from the “Visa Waiver Program Security Enhancement Act” were included in the Fiscal Year 2016 Federal Appropriations law (Public Law 114-113), which was signed into law on December 18, 2015.
Once again, thank you for writing. Should you have any other questions or comments, please call my Washington office. (deleted)

Austrian President Suggests All Women Wear Hijabs in Solidaritry
Hat tip Vlad Tepes
If this year's elections were supposed to be the turning point for Europe, Austria has already failed the test (along with the Netherlands). They elected a liberal named Alexander Von der Bellen, and he has now suggested that all women in Austria don the hijab in solidarity with Muslim women in light of "manifestly rampant Islamophobia".

Von der Bellen might also suggest that all Austrians don the swastika in solidarity with the much-maligned Nazis.
Oh wait! They already did that, didn't they?
Hitler speaks in Vienna on the occasion of the Anschluss.

Germany's Diplomatic Screwup
This article first appeared in Eagle Rising.
This week, the German foreign minister is visiting Israel in observance of Israel’s observance of the Holocaust. It is entirely proper that he do so for obvious reasons. Ever since the creation of Israel, Germany has had a “special relationship” with the Jewish state, both during the West German Bundesrepublik era and since reunification.
Unfortunately, however, Germany’s current foreign minister,
Sigmar Gabriel, doesn’t understand this relationship. When he announced
his intention to meet with Israeli opposition groups who are aligned with those
seeking to destroy the Jewish state, Prime Minister Netanyahu decided to cancel
his scheduled meeting with Gabriel. The response of the German foreign minister
was that it was no catastrophe. He added that it was perfectly normal to meet
with opposition groups when visiting a foreign country.
Maybe for the foreign minister of Bolivia when visiting
Israel, but not the foreign minister of Germany.
Of course, Germany is hardly the only European country that
has strained relations with Israel-thanks to Europe’s cowardly bowing to
Palestinian/Arab/Muslim interests. Sweden is probably the worst with more NGOs
opposing Israel than any other European country. But Sweden doesn’t share
Germany’s history other than sitting out World War II and allowing the German
military to transit their country to supply occupied Norway. Germany generally
understands its history and acts accordingly. In this case, however, Gabriel
has caused a diplomatic incident by placing more importance on meeting with
pro-Palestinian Israelis than the Israeli prime minister and making a careless
statement to defend it.
Mr. Gabriel would be well advised to worry more about the
mess in his own country thanks to Angela Merkel’s welcome mat for over one
million migrants, refugees, and fortune seekers of whom a large percentage are
criminals, rapists, murderers and jihadists. Merkel has brought her country
and, indeed, Europe to the brink of collapse by this insane immigration policy,
which ironically, is driving the remaining Jews out of the continent for fear
of another Holocaust.
I say all this as one who spent three years in Germany, has
returned several times, and loves the country. It pains me to see what is
happening to Germany and the rest of Europe. But I also support Israel, and in
this case, Gabriel’s actions and words have been careless to put it politely.
He was there to observe the Holocaust-not to offend his hosts and give
legitimacy to those who wish to destroy the Jewish state.

My Exchange With UC Irvine Re: "Standing Rock Is Everywhere" Event
Below is a response to my letter of today to UC Irvine regarding the "Standing Rock Is Everywhere" event. It comes from Dr. Thomas Parham, UCI's vice chancellor for student affairs, who originated the New Narratives program, which sponsored the event.
Mr. Fouse: Thank you for your note and for attending the New Narratives forum. Reviews on that program were very positive even as we understand that attendees and even panelists may agree or disagree with the assertions being advanced and opinions being offered by the various speakers. The purpose of the New Narratives series when I developed it was to create a forum where issues of race, gender, identity, oppression, social justice, etc. could become topics of critical discourse and analysis. That is what we intend to deliver in those NN forums. Also, while I do take occasional license to suggest a speaker, the speakers are primarily invited by a committee of students and staff from across the university. In light of your recommendations, I will make sure that those are forwarded to the committee for their consideration. Thank you again for your message. Dr. Parham Thomas A. Parham, Ph.D Vice Chancellor Student Affairs University of California Irvine Irvine, California. 92697 www.vcsa.uci.edu

Here is my response:
Dr. Parham Thank you for your response. Since the purpose of New Narratives is to treat these issues with critical discourse and analysis, it seems that having conservative speakers would be essential in order to provide the students with balance enabling them to come up with their own conclusions. How can there be critical discourse and analysis when only one side of an issue is presented? I would be grateful if you could advise me as to the committee's decision on inviting Dr Sowell or Mr. Elder to speak at UCI. Thank you again for your response. Gary Fouse

The Latest Conspiracy Theory From Maxine Waters
"There are those who think they he has some connection to what is going on in Ukraine and perhaps Russia and .........,."
http://www.theblaze.com/news/2017/04/26/watch-maxine-waters-goes-full-conspiracy-theorist-on-jason-chaffetzs-retirement-announcement/
I would have thought that Chris Hayes and MSNBC would have learned their lesson when Maxine Waters (D-CA) went off and called Trump's team a "bunch of scumbags" on the air. Not so. Not only did Chris bring Maxine back today, she unloaded her latest black helicopter theory pertaining to retiring Republican lawmaker Jason Chafettz.
It looks like Chris cut the interview short, which is always a great idea when having Maxine Waters on your show. Then again, MSNBC should have learned their lesson before when she made the scumbags comment. Let's face it: She is a perfect fit for MSNBC.
