Joods Actueele is Jewish Flemish language site in Belgium. Their article below concerns a UN Commission on Human Rights report that accuses Israeli occupation of being responsible for the problem of wife beating in the Palestinian territories. In the below video (in English) Dubravka Simonovic, a UN special rapporteur makes this silly case. She is challenged by a representative of the NGO, UN Watch, to provide empirical data to support this claim. She fails to do so,

VN-rapport: “Dat Palestijnse mannen hun vrouwen slaan is de schuld van Israel”
“Er is een duidelijke link tussen de langdurige bezetting en geweld tegen vrouwen in de Palestijnse gebieden.” Dat valt te lezen in een merkwaardig rapport van de speciale VN-rapporteur over geweld tegen vrouwen. De directeur van de organisatie UN Watch merkte op dat de verklaringen in het rapport een gevaarlijk precedent scheppen. Mannen die vrouwen mishandelen kunnen hun daden goed praten door simpelweg Israël de schuld te geven.
Volgens VN-rapporteur Dubravka Šimonovic “heeft de Israelische bezetting een gegenderde impact”. Šimonovic beweert dat, met name in Gaza, Palestijnse mannen gefrustreerd zijn door de uitzichtloze situatie. Deze frustraties botvieren zij vervolgens in sommige gevallen op hun vrouwen. De VN-rapporteur vindt dus blijkbaar dat deze mishandelende mannen niet de volledige verantwoordelijkheid dragen, maar dat ook Israel als schuldige aangewezen moet worden.
Hille Neuer reageerde namens UN Watch op het eenzijdige rapport. Hij vroeg Šimonovic hoe ze tot haar conclusies is gekomen. Volgens Neuer ontbreekt het document aan cijfers en argumenten om de beschuldigingen aan het adres van Israel te ondersteunen. Bovendien ontbreekt het rapport aan grondig onderzoek naar andere meespelende factoren, zoals islamitische predikers die op Palestijnse televisie uitleggen hoe mannen hun vrouwen kunnen slaan.
Rapporteur Šimonovic bleef Neuer een antwoord verschuldigd. In plaats van alsnog argumenten of cijfers te presenteren, was haar repliek een herhaling van haar eerdere statements. Israel is volgens haar medeschuldig aan de mishandeling van Palestijnse vrouwen en moet maatregelen nemen om deze vrouwen te beschermen. De opmerkingen van UN Watch zei ze als “generaliserend” te beschouwen.

This can be read in a remarkable report of the UN Special Rapporteur on violence against women. The director of the organization UN Watch noted that the statements in the report set a dangerous precedent. Men who abuse women can justify their actions by simply blaming Israel.
According to UN rapporteur Dubravka Šimonovic "the Israeli occupation has a gendered impact." Simonovic claims that, particularly in Gaza, Palestinian men are frustrated by the hopeless situation. These frustrations they then take out in some cases on their wives. The UN rapporteur apparently finds that these abusive men do not bear full responsibility, but that Israel also must be blamed.
Hille Neuer responded on behalf of UN Watch to the one-sided report. He asked Simonovic how they came to their conclusions. According to Neuer the document lacks figures and arguments to support the accusations against Israel. In addition, the report lacks in-depth investigation into other contributing factors, such as Islamic preachers that explain on Palestinian television how men can beat their wives.
Rapporteur Simonovic Neuer owed Neuer an answer. Instead of presenting arguments or figures, her reply was a repeat of its earlier statements. Israel is, according to her, complicit in the mistreatment of Palestinian women and must take measures to protect these women. The comments of UN Watch, she said are regarded as "generalization".

This is not the first time this boffo accusation has been made. In May 2014, I attended a presentation and film about Palestinian spousal abuse at UC Irvine. It was a very worthwhile film to watch. The presenter, Loubna Qutami, however, was an anti-Israel ideologue (The event was sponsored by the Muslim Student Union.) She also blamed the problem on the Israelis. When I asked her during the q and a whether similar problems existed in neighboring Arab countries, she answered in the affirmative. This, however, she blamed on western colonialism.Nothing is ever the fault of the poor Palestinians.
